Ryan Flood – President

Ryan Flood is the President of The Bowline Group, a boutique consulting firm specializing in political, government, and public affairs. The firm advises clients operating in complex regulatory and political environments, with particular expertise in law enforcement, first responder, and security-related issues. He approaches his work guided by a strong commitment to integrity, service, and accountability, believing that effective leadership and sound public policy are rooted in clear values, trust, and a responsibility to the communities they serve.

Prior to founding The Bowline Group, Ryan served as Vice President of Government Affairs for the Natural Products Association, where he led policy development and legislative strategy at both the state and federal levels. In this role, he worked closely with elected officials, regulators, and industry stakeholders to advance key policy priorities.

A veteran of the United States Coast Guard, Ryan brings a leadership and security-focused mindset shaped by operational experience and public service. He began his career in politics working on campaigns at the local, state, federal, and international levels, steadily advancing into senior advisory roles. His experience culminated in personally advising senior leaders in three different countries. In addition to his private-sector work, Ryan has held government roles within both the Virginia and New Jersey state legislatures, giving him a firsthand understanding of policymaking, governance, and institutional leadership.

Ryan currently resides in Freehold, New Jersey with his wife Megan, their son Alex, and their dog Cooper.
